Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has escalated its response to a pair of runway tire blowouts at Haneda Airport. The agency convened a second formal committee session July 28, 2026. It announced plans to replace the Haneda expansion joint structure implicated in both incidents.
The committee confirmed that a deteriorated rubber joint caused the failures. That joint sits at the junction of Runway D’s reclaimed-land section and its elevated pier structure. It allowed a steel plate component to curl approximately 8 centimeters above the pavement surface. Both airlines’ investigations attributed the tire failures to sharp external FOD consistent with that protrusion. Repairs Extended to D5 Taxiway
Workers completed emergency stabilization by June 3. They addressed the fractured joint and adjacent sections with visible rubber delamination, cutting out uplifted steel members and filling voids with ambient-temperature repair compound.
MLIT subsequently expanded the preventive maintenance zone from Runway D to include the adjacent D5 taxiway. Engineers analyzed aircraft tracking data and traffic volume. They widened the Runway D treatment zone from 10 meters to 20 meters and added a new 20-meter zone on D5. All expanded work was finished by July 22.
Inspection Frequency Quadrupled
MLIT raised the inspection cadence from once per month to twice per week — eight times per month. Additionally, inspectors began a tactile check June 17. Inspectors run a hand along the joint to detect early uplifting or delamination that visual checks alone might miss.
The ministry noted the joint’s rubber surface loss grew from roughly 10% of the joint face to approximately 30% by the time the May failure was discovered. That progression illustrates how Haneda expansion joint degradation can accelerate gradually before crossing a threshold into an active FOD hazard.
Full Haneda Expansion Joint Replacement Under Evaluation
The committee’s most significant move was announcing a plan to replace the joint structure entirely. Runway D has been in service for approximately 16 years. Engineers found that future displacement of the existing joint will be limited. Consequently, wholesale replacement is more practical than ongoing patching.
Two candidate designs are being evaluated. One retains a rubber joint format similar to the current structure but with engineering refinements. The other uses a resin-based repair compound with gap-filling material — a solution with a track record in apron restoration. Both designs must accommodate aircraft loads up to 400 metric tons and prevent water infiltration into the pier structure below. Furthermore, both must be constructible within the airport’s maintenance windows: two nights per week, 11:30 p.m. to 5:30 a.m.
Diagnostic Work: FEM Analysis and Electron Microscopy
The committee is applying three-dimensional finite element analysis (FEM) to model stress distribution across the joint assembly. Engineers are also using electron microscopy to examine cross-section material behavior at a microstructural level. Together, these tools aim to pin down the failure mechanism before the committee commits to a replacement design.
A third committee session is scheduled for autumn 2026. That session will work to formally establish the causal chain between joint degradation and the tire blowouts — described so far as probable but not yet definitively proven. The Runway D investigation stands out not only for the incidents themselves, but for MLIT’s structured response. The agency formed a formal committee drawing on structural engineers, materials scientists, and aviation safety officials. It targeted root cause and systematic prevention rather than reactive repair alone. Haneda is one of the world’s busiest airports. The structural questions this case raises — about expansion joint design life, degradation-monitoring thresholds, and when embedded pavement components become FOD — apply to any high-traffic airport operating aging concrete runway infrastructure. What MLIT learns here will matter well beyond Japan.
